Tribhuvan University (TU) has unveiled its policy and programmes for the fiscal year 2083/84 BS, outlining plans to transform the university into a digital, research-oriented institution through technology-based administration, modernised curricula and integrated student services.
The policy and programmes were presented at a University Assembly meeting chaired by TU Pro-Chancellor and Minister for Education and Sports Sasmit Pokharel. The document aligns with TU’s Strategic Plan 2024–2028 and findings from its Organisation and Management (O&M) Survey.
Fully Digital Examination and Administrative Services
According to TU Registrar Dr. Rabindra Shivakoti, the university plans to digitise academic administration, institutional operations and service delivery.
TU will introduce an integrated mobile application to improve access to university services and develop a digital dashboard to consolidate institutional data, monitor performance and support faster decision-making.
A key priority is the proposed Examination Management Information System, which will digitise examination-related processes, including answer-script evaluation, result publication, academic record management and certificate distribution.
Research Grants and Innovation Support
TU aims to shift from a predominantly teaching-focused institution towards a research-oriented university focused on innovation and knowledge production.
The university plans to introduce competitive research grants for studies addressing national priorities, social needs and emerging global developments.
It will also establish an Intellectual Property Management System to support patent registration, startup development and the protection and commercialisation of research-based technologies, products and ideas. Research findings are also expected to contribute to evidence-based policymaking.
Integrated Student Services
The policy proposes an Integrated Student Service System to bring academic and student-support services under a unified framework.
The planned system will cover:
Admission and enrolment
Examination services and scholarships
Student identity cards
Complaints and grievance management
Mental health counselling
Career development and employment support
Entrepreneurship support
The initiative aims to make university services more accessible and improve students’ experience across academic and administrative processes.
Curriculum Reform and Digital Learning
TU also plans to revise academic curricula to reflect changing labour market demands and technological developments. Entrepreneurship and innovation will be incorporated into academic programmes.
The university intends to develop a Learning Management System (LMS) and expand distance education, digital learning materials and blended learning across its constituent campuses.
These initiatives are intended to modernise teaching, strengthen research capacity and improve the delivery of academic services.
A Shift Towards a Digital and Research University
The policy and programmes for FY 2083/84 set out TU’s proposed direction for administrative reform, digital education, research development and student-centred services.
The success of the plan will depend on its implementation, institutional coordination, technological infrastructure and the university’s ability to translate its policy commitments into accessible services and measurable improvements.
